In November and December, city planning officials met with residents of the Brookside and Sycamore Square neighborhoods to consider new R1 single-family zoning options for those communities. [Note: the new zones would cover only the single-family streets – Orange Drive and Citrus Ave. – in Sycamore Square; the neighborhood’s multi-family streets – Sycamore and Mansfield Avenues – would not be affected.]
Now that the two neighborhood associations in those areas have weighed in on the new zoning options, along with the Greater Wilshire Neighborhood Council and City Council District 4, the matter will next move to a hearing at the City Planning Commission, which has been scheduled for next Thursday, February 8. (Reviews by the City Council PLUM Committee and the full City Council will come after the CPC makes its recommendations.)

As you all know the Councilmember has been a steadfast advocate for single family neighborhood protections. These new tailored single family zones offer an additional level of protection above and beyond those afforded in the newly updated Baseline Mansionization Ordinance (which was updated and went into affect on March 17, 2017). The Interim Control Ordinance which the Councilmember championed and introduced is set to expire this summer. As a follow-up to the ICO number 184,381, the proposed Zone Change Ordinances will provide more specialized development regulations for single-family dwelling units within the project boundaries identified in the attached proposal utilizing the new “R1- One-Family Variation Zones.” The new zones represent context sensitive zoning meant to preserve the neighborhood character of the individual communities.

Sycamore Square
The Planning Department’s staff report is recommending a zone change to the R1V3-RG, which received the support of the Sycamore Square Neighborhood Association as well as the Greater Wilshire Neighborhood Council.
Brookside
The Planning Department’s staff report is recommending a zone change to both the R1V3-RG and R1R3-RG zones for the Brookside Community. This recommendation comes out of a thorough analysis of the existing land development patterns, data collection, and consideration of community comments and input. The geographical delineation between those areas receiving the R1R3 vs. R1V3 zone follow existing development patterns. The point of the zone change is to encourage future development to be context sensitive and the recommendation attempts to echo that through a nuanced approach.
