Each month, we track the city council motions introduced by our two local city council representatives, Paul Koretz (CD 5) and Mitch O’Farrell (CD 13).

Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion being considered by the city, at every step of its journey through the Council process, and tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. 21-0375 – (Lee – Koretz) Motion to amend the Council Action of April 14, 2021, to reflect a new date period of April 15, 2022 to April 15, 2023 for the VFW Post 2323 street banner campaign and reflect only the locations listed in this Motion. Forwarded to full City Council.

22-0226 – (O’FarrellKoretz) Motion to transfer or appropriate funds from the General City Purposes Fund for services in connection with the Council District 13 special observation of Bulgarian National Liberation Day on March 3rd 2022, including the illumination of City Hall. 22-0241 – (O’Farrell – Lee for Buscaino – de Leon – Raman) Motion to rename the Police Department’s Northeast Community Police Station as the “Deputy Chief Margaret Ann York Northeast Community Police Station,” with this name only applying to the building and not to the Division. 22-0245– (de Leon – O’Farrell) Motion to instruct the Department of Water and Power, Bureau of Sanitation and other departments as necessary, to report back to Council within one week on the security protocols used to deter cyber-attacks and other potential methods that may be used to attack the electrical grid, wastewater, and water infrastructure. 22-0002-S24 – (KoretzO’Farrell – Krekorian) Resolution to include in the City’s 2021-22 State Legislative Program its position on AB 1594 (Ting – Gipson – Ward), AB 1621 (Gipson), and AB 2571 (Bauer – Kahan), involving firearm manufactures and retailers liability, ghost gun regulations, and firearm marketing to minors restrictions. 22-0002-S21 – (Koretz – de Leon) Resolution to include in the City’s 2021-22 State Legislative Program its position on SB 1173 (Gonzalez/Wiener), which will require the CalPERS and CalSTRS public pension funds to divest from all fossil fuel holdings and prohibit any new investments or renewal of existing investments. 22-0255 – (Martinez – O’Farrell – de Leon) Motion to request the Los Angeles Department of Water and Power and the Port of Los Angeles, in collaboration with other partners, coordinate the creation and submission of a proposal to the Department of Energy for the consideration of the Greater Los Angeles Metropolitan area as a regional Green Hydrogen Hub to power hard-to-electrify industries, made from electrolysis of renewable energy. 22-0002-S40 – (O’Farrell – Price) Resolution to include in the City’s 2021-22 Federal Legislative Program its position on any legislation or administrative action that would expeditiously resolve pending, federally funded Medi-Cal reimbursement payments to Federally Qualified Health Centers for COVID-19 vaccination administration. 22-0002-S22 – (Koretz et al. – Buscaino – O’Farrell) Resolution to join the international community in strongly condemning the egregious actions of President Vladimir Putin for ordering the invasion of Ukraine, and including in the City’s 2021-2022 Federal Legislative Program its position on legislation and/or administrative action which condemns the actions of Vladimir Putin.
