Is there a High Line in LA’s future? Â It’s called Park 101 — a proposal to cap the 101 Freeway in Downtown Los Angeles and create a district of parks that would reconnect the city’s historic core now divided by the 101 freeway.
Designers behind the project hope to restore downtown LA’s walkable core that existed before the construction of the freeways as described below.
Prior to the construction of the 101 Fwy, El Pueblo and the civic core was once connected with busy streets and a friendly pedestrian environment. The development of freeway network, increased automobile ownership,  which forced Los Angeles to develop a car dominated downtown core. The construction of the 101 Fwy has created a scar through downtown’s historic and civic core. The freeway has completely bifurcated the historic core, creating a unpleasant pedestrian environment in downtown near the 101 fwy. PARK 101, and the proposed new district surrounding it, is a is a visionary urban design solution to cap the 101 FWY in Downtown Los Angeles – reconnecting the city’s historic core, north of the freeway, with the civic, cultural, and financial cores of modern Los Angeles to the south.
